Just as there appears to have been redistricting between 1850 and 1860, again (although to a lesser extent), there appears to have been further redistricting between 1860 and 1870. Several families listed in the beginning of the 3rd District enumeration of 1860 do not appear in the 1870 enumeration.

Bill Parker headed up a group of Confederate Home Guard which murdered several Union people and terrorized Johnson County during the Civil War. He was gunned down by members of the 13th Tennessee Volunteer Cavalry. Some Confederate descendants consider him to be an outlaw and unworthy of the Stars and Bars
